Accomplishments Summary

Upon his appointment by the General Assembly, Professor Farghali assumed his duties as President of the Arab Academy for Science, Technology and Maritime Transport.  Since 1996, he assumed at the Arab Academy several high-level positions including Executive Vice-President of the Arab Academy, Dean of the Integrated Simulators Complex, and Dean of the College of Maritime Transport and Technology.

Prof. Farghali graduated from the Egyptian Naval College in Alexandria, in 1973, where he gained his Bachelors of Science in Nautical Studies with Honors.  In 1979, he obtained his Master Mariner.  He then undertook his postgraduate studies at Nottingham Trent University in the United Kingdom, and received his PhD in "A Study of a Decision-Making System for Collision Avoidance" in 1996.

Amongst his pivotal accomplishments was the provision of oversight and guidance for the planning, execution and management of a four–phased project for building the largest Integrated Simulators Complex in the Middle East, with a budget amounting to 165 US Million Dollar contributed by the Government of the United States of America.  He accomplished three phases and currently working towards the completion of the fourth phase.  The overall objective of the project is the acquisition and transfer of latest technologies to various transport sectors which includes simulators, laboratories and centers for the management of various Maritime and Environmental disasters, in addition to ship simulators, liquefied natural gas and petroleum.  

In 1999, Prof. Farghali was granted the International "SEATRADE" Award of Innovation, in recognition of his successful development of a unique maritime expert system for decision makers, designed to prevent sea crashes by using sophisticated computer programs. The "SEATRADE" Award is the international arena for the recognition of achievements and innovations and promoting excellence, for the international maritime community. "SEATRADE" Award of Innovation is considered an Oscar Award which is presented in witness of the entire maritime industry at the global level.

Since 2008, Prof. Farghali had achieved many successes during brief period, which was approximately two years, such as:

Increase of the Academy’s financial resources by more than US$33 million

Increase the Academy’s cash reserves, indemnity funds, and pensions, social and health care funds with a value of US$ 96 million.

Renewal of the entire Academy’s infrastructure since its inception (water, electricity, sewage, telephones) in addition to the establishment of many new projects, such as: the computer networking center and the planetarium.

Raise the salaries of all employees for the first time since the Academy’s inception by 20%, and raise the value of allowances and incentives in varying proportions ranging from 20 to 100%.

Prof. Farghali articulated and currently leading the Arab Academy role to assist Arab and Islamic countries in integrating disaster risk reduction in its development plans and policies. To facilitate the Arab Academy’s role, he managed to develop a unique strategic collaborative joint partnership with the World Bank, the Global Facility for Disaster Reduction and Recovery (GFDRR) and the United Nations International Strategy for Disaster Reduction secretariat (UNISDR) resulting in several key initiatives and activities such as the development of an Arab Academy staffed regional standby quick-response team to undertake damage, loss and needs assessment in affected countries from natural disasters. He managed through innovative approach to establish an independent jointly-owned United Nations and Arab Academy Regional Center for Disaster Risk Reduction with its headquarters in Cairo, Egypt. The Arab Academy has also developed another long-term sustained partnership with the World Bank Institute to deliver disaster risk management with joint certification with the Arab Academy as a recognized regional education provider organization in the Arab region.

In recognition by the international community of his leading and pioneering role in the Arab and Islamic regions, he was selected as member in the Results Management Council of the Global Facility for Disaster Reduction and Recovery of the World Bank and the Scientific and Technical Committee of the United Nations International Strategy for Disaster Reduction, both being the policy-making constituents of GFDRR and UNISDR.

Since assuming his responsibilities as President of the Arab Academy for Science, Technology and Maritime Transport, he managed to give a concrete international exposure and recognition for the Arab Academy at the highest level, which was reflected in the reports submitted by the Secretary General of the United Nations Ban Ki Moon in two consecutive years 2008 and 2009 to the sixty third and sixty fourth sessions of the United Nations General Assembly that included the effective role of the Arab Academy in assisting its Arab member states.   

One of the major achievements of Prof. Farghali during his presidency was achieving a global agenda between the Academy representing the Arab world and by creating a joint venture centre with the United Nations, World Bank, Islamic Bank and number of Arab Countries.  The centre was engaged in one of the most important fields for the Arab Countries, i.e. natural disasters whenever occur.  Such disasters affect the economic and social conditions of the Arab Countries due to the lost souls, as set out in the global evaluation report for minimizing the risks of catastrophes issued by the United Nations in 2009.  The report of Ban Ki Mon, the United Nations Secretary General to its General Assembly for the years 2008 and 2009 included the activities and contributions of the Arab Academy in that area.

In 28th of October, 2010, and during the meeting of the Arab Ministers of Transport at the Academy’s headquarter in Alexandria, the Ministers witnessed  and praised the achievements of the President of the Academy, "Prof. Farghali" and his staff for their effort in the progress of academic and development.  Consequently, and in 25th of November 2010, the representatives of all Arab Countries in the Academy’s GA at the level of senior officials had unanimously agreed that Prof. Farghali is the only candidate eligible for the post of the Academy’s President for the second term, therefore, they also unanimously decided on reelected him as the President from 24th of October 2011 until 24th of October 2015.  Among many other reasons, the following are the most important four-key points contained in the GA renewal resolution for Prof. Farghali:

His efficiency in the management of the Academy;

His achievements, which had been praised by the Arab Ministers of Transport;

His ability to ensure the achievement of future projects of the Academy; and

His ability to maintain the stability and therefore continuity of the Academy
